Biến đổi khí hậu rất có thể sẽ làm ảnh hưởng sâu sắc đến tiến trình phát triển của Việt Nam. Với gần 60% diện tích đất liền và 70% dân số phải đối mặt với nguy cơ thiên tai, Việt Nam so với toàn cầu là một trong những quốc gia dễ bị tổn thương nhất trên thế giới trước các sự kiện thời tiết dai dẳng và cực đoan. Trong 25 năm qua, các hiện tượng thời tiết cực đoan đã làm thiệt hại 0,4 - 1,7% GDP, trong khi đó biến đổi khí hậu được dự đoán sẽ tăng mạnh vào năm 2050. Bên cạnh đó, cùng với sự phát triển của nền kinh tế, Việt Nam đang trở thành một trung tâm phát thải khí nhà kính đáng kể. Mặc dù lượng phát thải tuyệt đối của Việt Nam vẫn còn nhỏ so với các quốc gia phát triển hơn nhưng khối lượng này đang tăng nhanh, thậm chí là quá nhanh so với quy mô nền kinh tế. Việt Nam là nền kinh tế phát thải nhiều các-bon thứ 13 trên thế giới, được đo bằng lượng phát thải trên GDP và xếp thứ 4 trong số các nước thu nhập thấp và trung bình ở Đông Á.
